I am relatively new to puppets.

What advice would anyone have in leaning how to create and develop a new puppet's character? What are the ingredients for a winsome fun puppet character? Thanks!

IMHO first you need a different voice that sound differently than yours.
Then pick some different attitude, mannerism, hobby (and so on), these will become a source of potential funny conflict between you and your figure.

The rest is up to you, there is no right or wrong. And don't forget to write it down for your future refference when doing scripts writting.
