You're banned for the deception in the statement, "practicing optometry without a license," given that if one has a license to do something (hunt, fish, pull teeth, etc.), one should have already completed the practicing part. Hence if you practice something requiring a license, the license isn't necessary yet. Having received the license you should not be practicing, but rather doing, hence, practicing without a license is perfectly acceptable.
