IMHO
You have to be a very good club juggler in order to do torch juggling safely, so why use inferior props. If you made a set of those cheapo torches you will get very sore hands. Dube swinging torches cost $35 each, and a Dube soft handle torch costs $45 each. If you can't afford the real thing don't juggle torches.

Juggling and woodworking are two different things. I would rather practice juggling instead of practicing wood turning.But If you have a lathe and know how to use it, go ahead.
I would rather buy torches. As Al Angello states, torches are not that expensive. And you can buy some with soft handles and enjoy the juggling even more.

Torches are a performance prop, so if you are going to get paid to juggle them they should be good ones.
