Do you guys know of any software I can use to add an underwater-type sound effect to a voice recording? I want to make a voice recording that sounds like it is being spoken underwater in a funny bubbly cartoon type of way.

Well, I'm sure it's not much help but the closest I ever came to that was farting in the bathtub.
Look for VST plugins and the software to run them. They are quite often free and I have seen some that mentioned "underwater sounds". The Beatles just lowered their faces into the water and hummed for things like "Octopuses' Garden". |
