Suppose you have two long straight wires that each have the same uniform charge distribution on them. Suppose they're parallel and separated by a distance that's small compared to the length of the wire. Since they have the same charge distribution, and like charges repel, there will be a certain electrostatic force that tends to push these wires apart. Now suppose the wires are moving in a straight line along their axes, and in the same direction. Moving charge is the same as an electric current. An electric current will generate a magnetic field that depends on the speed of the current, and that magnetic field will tend to attract the wires together. Q: How fast do the wires have to be moving in order for the electrostatic repulsion to exactly balance the magnetic attraction? A: The speed of light. Whoah....
