LOS ANGELES (CBS) — When you head down to the beach for a little fun this summer, county officials want you to leave the pigskin at home.
The Board of Supervisors this week agreed to raise fines to up to $1,000 for anyone who throws a football or a Frisbee on any beach in Los Angeles County. In passing the 37-page ordinance on Tuesday, officials sought to outline responsibilities for law enforcement and other public agencies while also providing clarification on beach-goer activities that could potentially disrupt or even injure the public. The updated rules now prohibit “any person to cast, toss, throw, kick or roll” any object other than a beach ball or volleyball “upon or over any beach” between Memorial Day and Labor Day. Exceptions allow for ball-throwing in predesignated areas, when a person obtains a permit, or playing water polo “in or over the Pacific Ocean”. However, during the winter off-season, the new rules will be relaxed. Officials warned that any activities that could potentially harm “any person or property on or near the beach” should not be allowed during the peak summer season. Sounds like LA County needs more money.
The article is slightly misleading- this isn't a new 37 page law. It's updates to an existing law that's 37 pages long. Having grown up in the LA area, I can say this- during peak season, those beaches are crowded. Very crowded. Even if it weren't illegal, it would be difficult to throw and catch a football without hitting or stepping on someone. On the other hand, it looks like they removed the section of the law prohibiting intoxication on the beach.

You throw a football into a crowd due to an off throw or bad catch once, maybe twice and get away with saying I'm sorry. After that things sort of take care of themselves... Another unnecessary and over-reaching law. Is there some kind of secret contest among our "lawmakers" to see who can enact the most laws???

Or you strike someone in the temple on the first throw, vanish into the crowd, and leave the lifeguard and EMT to deal with the resulting concussion. I don't have the numbers, but I wouldn't be half surprised if they've had a few cases like this, and the state's getting tired of footing the bill- especially since they're probably trying to cut back on expenses (read- employ fewer lifeguards.) Instituting a hefty fine is one way of keeping costs down- or at least trying to make up the difference.
Not that I necessarily agree with it, though. It seems a bit harsh. But have you seen how much they charge for speeding tickets? The government figures fines are a good way to make money.

Also I do not know if they addressed it specificaly but there is no target shooting on the beaches or archery. Oh but that is common sense. Well so is the throwing of a football on a "CROWDED" beach but it does not stop some people. Gee...

I LIVE at the beach in Los Angeles county, so trust me when I tell you that if getting hit by an errant football doesn't kill you, something else is bound to...especially in Venice or Santa Monica. Stray needles, diseased water, skateboarders who think they own every piece of concrete between Malibu and Long Beach...the list goes on. If you're looking for a relaxing, care free, SAFE day at the beach...try the western half of Australia where no one goes, or a secluded island somewhere. Or maybe visit that planet they just discovered that apparently has water...I bet their beaches are better suited for those hoping to not get sick and/or die on vacation.

Maybe the guy throwing the football is NOT an idiot, maybe it doesn't come down to anyone getting the crap beat out of them. Gee, maybe in plenty of scenarios absolutely nothing happens. But, yeah I would say it is preferrable to have the occasional little old fashioned confrontation rather than a law banning (forbidding) the activity of playing catch with a football! Why can't we ever deal with the exceptions on a punitive, case by case, basis rather than screwing everybody with bad legislation? I would rather live with less government intrusion and laws for everything imaginable. But that's just me.

That's what the law is...case by case basis. It's at the discretion of the lifeguard, who presumably will consider how crowded the area is and other relevant factors.
