I lived in LA for many years.

The beaches are freakin' cold.
I went there like twice.
The second time I wore a wetsuit.

Not in the legal sense. While it's true that an exercise of discretion may be arbitrary and capricious, simply creating a mechanism where discretion exists is not inherently arbitrary and capricious.

During the 1960's I had a lot of friends move to LA, and one by one most of them moved back.

Here in New Mexico too. Our idiots in Santa Fe seem to enjoy giving driver's licenses to criminal immigrants.

That's the mission of "One-Bill Gil" Sedillo (state legislator) here, too.

That's because these are American beaches---you know we are the land of the free (and yes well regulated).

Or you strike someone in the temple on the first throw, vanish into the crowd, and leave the lifeguard and EMT to deal with the resulting concussion. I don't have the numbers, but I wouldn't be half surprised if they've had a few cases like this, and the state's getting tired of footing the bill- especially since they're probably trying to cut back on expenses (read- employ fewer lifeguards.) Instituting a hefty fine is one way of keeping costs down- or at least trying to make up the difference.

Not that I necessarily agree with it, though. It seems a bit harsh. But have you seen how much they charge for speeding tickets? The government figures fines are a good way to make money.

Seriously this is your opinion? You don't have numbers to back it up you admit but still think there are "a few" cases like this? What exactly about the state of Californias actions makes you think they are tired of footing anyones bills for any medical anything?

Do you know how hard you have to throw a football to hit someone and give them a concussion? Why is it always drama and such scary scenarios with you? Do you have excuses for anything (Even if you disagree with it.) that expands government control?

At some level don't we get to just live our lives?

I don't believe most of those things are allowed on crowded beaches.

Motorized vehicles, alcohol and tobacco, and the use of weapons are not permitted on Los Angeles County beaches.

An idiotic mindset. Reading the initial story..I think we could tell there was a bit more to it-then a link was provided saying just that.

Pesonally I don't think the idea of a generalisation about a geographic area about the size of Spain serves any purpose.

Personally, I agree. Just responding to the inanity of the statement that California is a microcosm of everything that is wrong with America.

I love New York, too. (Manhattan, to be more specific.)

You know, he might just be right. CA is exemplary of much (maybe not all) that is wrong with the US. It is also exemplary of much (maybe not all) that is wonderful and right about the US. It is smaller than the whole US so it is, in essence, a microcosm of the country. Most states are.

Like many things in life, displays of hatred say more about the person making them rather than what they are "hating".
