That may well be what they are trying to imply. The problem is they are using the wrong word.

In the phrase "I could care less" there is an implied " but I'm not able to (because I don't care at all" . I believe that people assume the implied second part of the thought which is why people use it and understand what people mean when they say it.

A few days ago I was listening to a story on NPR about a school whose faculty were trying to come up with imaginative ways to motivate their students to work harder. Apparently one of the classrooms had had a visitor when they were brainstorming ideas. (Who this visitor was I don't know: I missed the opening of the story.)

The teacher describing the incident said that it was hard to underestimate the impact that this gentleman had.

I'm pretty sure that that's not what she meant.

But if they cannot (because they don't care at all), then how could they?

Perhaps they mean that they would care less if they could, but they can't (so they don't). That's different.

The phrase that bothers me is "pushing the outside of the envelope" You can push the envelope, but you can't push outside the envelope.

If you're my professor, go ahead.
If we're just having a casual conversation and you understood enough to tell me what I meant to say, then I guess I done pretty smegging effectively communicated, desu ne?
