BumperStickerStudio.com is pretty flexible as far as minimum order requirements (1). Unless you are looking for sizeable quantities, you may be able to find a local sign company that does digital printing. I use one here locally when I need just a few printed and it works fine. They would not be the best source for several hundred at time though.

Politicians have trouble getting people to wear their banner on their car bumpers. What are you going to do with 10,000 bumper stickers?

If they're funny, as opposed to just straight-up advertising, they might be well-received.
Try GotPrint.com - Not sure if they do bumper stickers, but their prices are AMAZING. Go there. All of you. Go there now. I get all my biz cards, banners, postcards, posters, headshots thru them. Go.

I find it hard to believe that you can find 10,000 people who agree on anything. It kinda categorizes you like those one issue voters.
