Is there a way to do the uploading and vibration assigning OUTSIDE of the app? It gets tedious doing it all on a touchscreen, I'm thinking I could be far more efficient doing it on a desktop.

Sure you can!

Open the app and press on the '?' In the upper right corner.
Then scroll down the instructions until you arrive to "Refresh" (it's approximately after the first third) and there is written how to do it.
