It's a tube about an inch high. Runnind the length of the tube is a flat thin plate, and running through the plate to the inside walls of the tube is a rod.
This was among the collection I aquired about 40 years ago. There were also a couple of silk balls, one open on both sides, and a 3" dye tube with a moveable platform, but this peice has mevstumped. |

The Balls with holes on each end are most likely Dye Tubes, probably Palmo Balls. The best hand Dye Tube to use in my opinion.
I have no idea what you are trying to describe. A picture would help, maybe. The moveable platform tube as you call it is also a Dye Tube, usually called a Al Baker Dye Tube. It is used for the color change thru a paper Tube or 2 or 3 silks handkerchiefs. |
