Any world on how good the new Tenyo Paper to Bills trick is ?

It's very good: a new version of Patrick Page's "Flash Cash" with two additions. You can deal the bills to the table at the end, or spread them and drop them on the table. If you can do sleight of hand, there are better methods, but this is the best of the easy methods.

Saw it demmed (very badly) on a Dutch magic review.

Forgive me if I'm wrong, but the gimmick looks a complete rip-off of the Fred Kaps version that he released, via Ken Brooke, in 1973?

The trick was created by Pat Page, not Fred Kaps. Kaps performed Pat Page's trick.
It is not a "ripoff" of that trick, but a variation with several new points.

The effect of blanks to bills was admittedly Pat's.

However, the construction of the actual gimmick, and the handling, of the Kaps/Page versions are different. The Fred Kaps version is actually much simpler - and, in my opinion admittedly, is much more visual and cleaner.

The Tenyo gimmick appears to be constructed the same as Kaps (having watched a pretty woeful YouTube demo twice) - so what are the several new points?

Yes, but you've got it backward. The Sanders effect looks similar to Pat Page's trick.

day.Even though I'm satisfied with my E.B. effect.

Finally opened this up and had a look at it. Am familar with other versions but I do like the extra touches on this. I have the N.A. version, this is the only 2014 N.A. Version trick that did not have the Japanese instructions inside the box. Like the other N.A. Versions the english instructions were in a cello envelope taped to the back. Was curious if that was an oversight or if they did not include the Japenese instructions in the N.A. versions of Money Shock.

I love it! Re made it for £20 notes. Showed my friends at The Magic Circle on Monday and they thought it was very good. I think it's a great improvement because at the end of the change everything looks clean, which is most important. No need to keep the hidden bills gripped in your hand as in other versions. In my opinion, it's the best version and the only version I will ever use.
