Ya got me on the cigar Jay, but the houlette with the ribbon is an older version of the Hathaway Rising Cards. Here's a modern rendition:

Wizard Of Oz. Here another picture. Looks like you use a deck of cards in it, it has another compartment and it has burned marks.

That could be another version of a rising cards, a spin off of the Davenport method. The cards to rise are housed in the rear compartment of the back door, usually a watchwork mechanism is inside the base which pulls the string to make the cards rise.
