Saturday Market (http://www.portlandsaturdaymarket.com/) has quite a few street performers and you'll occasionally see some on the downtown sidewalks during the week. The quality of the performers at Saturday Market has improved this year from previous years. I don't know why the improvement this year or maybe I just caught it at a good time.

There's also the farmers market downtown, and a bunch of smaller ones in neighborhoods, the street festivals, the various downtown festivals in the summer, concerts in the parks, bikeways, etc etc.

I perform all over portland and busked quite a bit at the Saturday market and other farmers markets. Portland is a great town for magic. Love it here.
