It wouldn't be hard to make yourself with 1 blank face deck
http://jamesriser.com/Magic/CardTrimmers......ser.html The trimmer alone to shorten the cards (but the whole thing is great and under $20 mine was $16 for everything) I have made some cool stuff with this setup. 1 corner rounder http://www.lybrary.com/corner-rounder-18-3-mm-p-33513.html (well worth investing in if you ever do your own gaffs (or you could carefully use nail clippers one card at a time) I am not sure you can get the deck you want commercially. You would probably have to special order it. Making it yourself would be very easy with these two items.

The trimmer is the same I have used successfully for creating shorts. The key for a good cut is to firmly hold down the card while cutting as there is a tendency for the trimmer to torque the card while cutting and you wind up with a curved cut. Best to practice on some scrap cards till you get the hang of it. The idea of using strong magnets to mark the length of the card didn't work for me as their position tended to drift with use. I just marked the length with a piece of tape on the cutting board. Half a mm cut from each end is a nice useable short and close to the limit for what you can cut using this type of trimmer. Oh, don't forget to reposition your tape mark when you start cutting the opposite ends - the card is now shorter. Learned the hard way.
