When you give "ample" room, doesn't the guy in the next lane pull into the space you left?

I was going to make that exact point. If you give enough space, someone else will fill it.
I would like to ask, is Bruce Jenner being charged solely with this death? He didn't cause the original crash and without that, his contribution wouldn't have happened.
