My reading of (2) is that you must be able to signal right and left with either one or two lamps. If one of the lamps was out, I suspect he could only signal in one direction.
But of course all that is trivial. The point remains: a murder.

I have to be honest -- I have heard the "broken tail light" reason for DWB stops a little too often. I am increasingly skeptical about those.
