Making publicity photos and want to find a program that can let me lift an element off one photo and place it on another, as well as manipulate other features of the photo.

I have looked a PS and PS Elements but do not want to pay for more than I need, but not underpay and less than I require.

Tips, suggestions and help needed.

its free and comparable to photoshop. it will do what you want and then some.
