I never saw it. I believe that it aired in England. How did the shower work? Obviously there were a lot of performances, but who were the judges? How did they determine who moved onto the next episode?

Each magician performed their routine. At the end of the show the magicians decided among themselves who they thought should go through to the final. The finalists also decided among themselves who should be the overal winner and get a one-off TV special. The viewers were not allowed to listen the magicians making their deliberations.

There was some controversy at the end of it all that the "contest" aspect of it was a bit of sham and it was really just a hook to present some good magic on TV.

Were all of the magicians presented on that season of the show doing the judging each week, or just the magicians being featured on that particular episode?

It was just the magicians featured on each episode that supposedly judged each others performances, so a compleltely different set of judges each week.

The voting process was odd and didn't really make sense. The magicians that appeared on the show that week were shown in a room around a table with 21 numbered cards (1-21) on it. They apparently discuss the merits of each act, taking into account what that act would do in the final, and then give that act a score. That act then leaves the room and the remaining ones carry on discussing. There was no mention of how the numbered cards were used, why there were more cards than acts or how the act that left contributed to further discussions or scoring. Viewers were shown a few clips of the start of the voting but without any sound. Then the winner of that episode was revealed.

The controversy was due to the production company having a vested interest in the eventual winner Barry & Stuart,who wasn't the best overall IMO.
