I have seen spark rings give a better effect when the wire is cut.

The scissors I have used for years are the Claus Shears #4258. You can get them at craft stores in the florist area. They will cut thin wires.
I like Whit's idea of the vacuum cleaner belt though the tubing might be cheaper. And the good old elastic pull on the loop still works. The good old fuken ring ads a lot to the sparking of the wire when cut. This is a good bit especially when you have been tapped to emcee something.
