Where is a good source to learn the basics of TT handling, including effects/techniques? Seems like every area of magic has its standard "texts" (Bobo, Expert Card Technique, Expert at the Card Table)... so what is the standard text for learning the foundation of TT technique?

Gary Darwin's TT Miracles is a good book. The other ones by Darwin are not as good however.

The TT Bill Switch on one of Michael Ammar's Classic Renditions Video is something definitely knowing how to do.

Salvano is not a great source of tricks, in fact he keeps a lot for himself. But his handling is certainly the best in the world. I fooled magicians with it. I had worked a lot with his tape "le FP, au bout des doigts" (impossible to translate), and I ate with him one evening; I learned so much during those 5 hours./ especially about the TT handling. Now when I hear a layman saying "Oh, look he's a silk, I now how it works". I do a silk vanish in the spectators hand. Combining TT and topit/sleeving is a good way to do what looks like real magic. Carl Cloutier has good TT sleeving techniques.

Jay Scott Berry's Illusioneering book. You'll learn the proper way to steal the tip, the special Berry steal, and learn about the eclipse tip and other good stuff too.

If referencing Rules of Thumb, then you really only need volume 1 to get started. It's my favorite video for TT work as it teaches the best TT handling as well as offers some excellent routines.

The best advice I was ever given about TT was just to wear on all the time for a week - gives you so much confidence about all your routines from then on.
When I teach TT to new magicians I do the routines with a bright blue TT to show just what you can get away with. Paula
