I actually got it a couple of clues back but hadn't checked in for a day or so.

1) I was born in 1751 in Virginia
2) Most people don't realize this, but I am a Junior. I did not use the Jr. in my professional life.
3) I was born small and sickly and would remain short and rather unhealthy most of my life. My top height was 5'4"

It still sounds like a US President, and I don't recall Thomas Jefferson's wife being socially active, so I'm figuring it's the spouse of Dolly Madison: James (Jimmy to his friends).

It is indeed the 4th President you speak of, Mr. James Madison.

15) I may have been the first "James" to be president, but I was not the last. It is the most common presidential 1st name.

1) I was born and lived most of my life in Massachusetts but my fame was associated with another state.

3) My job related skills were significantly less than my colleagues and I was less qualified in my last place of employment but my name became better known
