That last clue was a headspinner. I was going to go for Watson or Crick, but now I'm going to assume, since there are no famous tax barristers that I'm aware of, that this person is famous mostly for nothing to do with law or science. Yet s/he got the award from Bush, so I'm going with politician. How about Maggie Thatcher?

I have to say that beyond the analysis above, it was a very lucky guess for me. I was just throwing out the first British pol of the Bush era that came to mind for me. I had no idea that she had had that science and law background. Very interesting, Bill. Thanks for that one.
