I just invited a friend to come over and join with us here on the Café, but he received a message informing him that new account creation is closed. What gives?

Most likely all those bot attacks/accounts that happened a few weeks ago. They frequently close and open new account creation. Your friend can still browse until they open new accounts once more.
I still recall the day I met Beaker from the Muppets. He said to me "Meep, meep, mee mee mee Meep!", and that has made all the difference.
