I've heard that my city doesn't like street performers, but I have to wonder... If I start performing, is there something I can do to keep myself out there? What would be the best place to study laws that are on the side of the street performer... (or are there any?)

I can only comment on this from the Australian perspective, but most large cities require a busking permit and I'd have a chat with local police liaison officer and the local council to find out the legalities. You'll probably find that it's fine in some areas, but frowned upon in others. Good luck in your endeavours.
